In Bizhat forums, user is not allowed to create a new topic. He can post in the exisiting topics - a new post or relpy to a post.

If he thinks a new topic is to be added, he can suggest it in Bizhat feedback of the forum. If one is interested to make a post and the related topic is not there, then post in the General forum.
