Rural development in Thailand

Thailand is developping so fast.
But it is only a small part of rich people. Most of rural people stay in poverty.
I would be interested if there is any tentatives in Northeastern Thailand for rural development. I saw fair-trade, local market tentatives, but I am curious if any rural development through tourism exists. For example, homestay, farmstay etc.
If somebody knows any example, please tell me!
