Guest seeing all private forums!!!! PLS help!!!

I have a Clan board and I set it up so there are 4 levels of access, with Guest at the lowest. and although the restrictions do apply and it has been so confirmed by the other members of the forum, there is a guest with IP 66.249.65.4 that has access to all of them, including private messages, as reported by the Admin Index. this is a copy/paste of the admin report that I received, and the forums he accessed are restricted to guests... pls help!!!!!
