Hi I am only some what familliar with using Paint Shop programs but I would like to know how to make pictures with water that seem to continue ito the distance and then burst into light and see the sky above like this picture below.
(besides the buildings I would like to know how to create the water and sky effects... Any specific tutorials would help)
