Avatars - Gallery or Upload?

I can't seem to get gallery avatars or uploading of avatars to work with the free bizhat phpBB hosting. Linking does work...but that's the most difficult option for non-computer literate users.

Is this feature enabled? I tried searching, and found some posts that said it was not, but they are years old.
