New user creation not working correctly?

Since we have had these forums ALL NEW users have registered and posted, All of a sudden its now requiring ME as admin to activate the Accounts.

I had it set to USER since day 1 and was always fine
i have tried changing it to NONE USER and ADMIN and Back to User also created several accounts to TRY to see if i fixed it but nothing i still need to Accepted from emails Everytime a new user registers.

Help would be appreciated to have it so new people register and post without me having to authorise new accounts ( all other forum sections need me to grant access )

any admin with ideas / help on this one?
