Default how to display different languages?

what I mean is:
I expect that:
If I use the first Php file, the menu should be displayed in English;
If I use the second Php file, the menu should be displayed in Greek;

But what I saw is:
The English is displayed correctly; However, the Greek is not displayed correctly. Does anybody know how to display the menu with Greek?

You need to set proper content type for html, server servers set default content type, that need to be disabled. If you are storing menu content in database, you need to set proper collation for database.
