Perhaps my answer is off topic but:

C++ and Java are not comparable.

They are definitely used for completely different things .

C# vs Java - I prefer C# and VS 2008

For ease of use, I would choose java (espiecially with eclipse) way before c++. But if you want power go for C++. Personally my new favorite is c#, it combines the ease of use of java and the power of cpp.

C++ and Java are used in applications of different type.

For good Web solutions - Java is a better choice.
Where speed and memory are important - C++.

But generally no rules ...

I will definitely go with java. Java has various functions or uses. Two of its purposes are for file sharing and for widespread desktop uses such as the Eclipse and NetBeans integrated development environments.It places security as its top priority. Its language, compiler, interpreter and runtime environment are customized with security in mind.
