    I am making an online Train Ticket Booking for the first time. I filled up the form and it is time for making the payment. Is it necessary for the bank account holder to travel?

    No. There is nothing like that. The person for whom the ticket is booked should travel. You must also provide a proof of identity.

    Yeah you can book for someone else. Just put the name of this person in. You're name ist just required for the payment i suppose.

    It is not necessary that the account holder should travel. No such restrictions are put on customers.
