Legal Metrology Department
The Weights and Measures Department was renamed according to the OIML, located in Paris, (International Organization for Legal Metrology) instruction as Legal Metrology Department. The Department is working under Food & Consumer Affairs ministry.
Definition of Legal Metrology
Legal metrology comprises all activities for which legal requirements are prescribed on measurement, units of measurement, measuring instruments and methods of measurement, these activities being performed by or on behalf of governmental authorities, in order to ensure an appropriate level of credibility of measurement results in the national regulatory environment.

Kerala is a state in the Union of India. The Legal Metrology Department was formed in 1961 and Mr Adoor Prakash is the minister (Legal Metrology, Coir).

The periodical verification and stamping of weight and measures; licensing of dealers, repairing and manufacturing of weights and measures; registration of users of weights; and prosecution of offenders are the basic duties of the Department of Legal Metrology.

International System of Units
International System of Units
If people of every region use a different unit for weighing, the trade between these two regions will create problems. Now a days inter continental trade is common and the use of a common unit in measurement become essential.
SI (System International) presctibe the unit and it's symbol for international use.
Lenth, mass, time, temperature, volume etc are considered to be basic quantities. The standard unit for the measurement with it's symbol in bracket are

Volume : litre (l)
Units are always written singular. There is not dot after the unit symbol. One character space is provided between numeral and unit or it's symbol. Unit with the name of a scientist is always written in lowercase, while the symbol will be in Uppercase.

New Act & Rules for Legal Metrology
The Legal Metrology Act, 2009 has been passed by the Parliament of India on January 13, 2010. The related rules are

The new Act & Rules will replace the old Standards of Weights and Measures Act, 1976 and Standards of Weights and Measures (Enf) Act, 1985.
Salient features
1. The new Act stresses the importance of the usage of standard unit and symbols - like kilogram (kg), carat (c), milligram (mg), litre (l), tonne (t), metre (m) etc.
2. Manufacturing, selling or importing pre-packaged commodities without mandatory declarations as per rule 6 of LM (PC) Rules, 2011 - Sec 18(1) r/w 36(1) Fine of Rs 25,000 for the first offense. Fine upto Rs 50,000 for 2nd offense and Rs. 50,000 to 1,00,000 for subsequent offense and or 1 year imprisonment.
3. A manufacturer may repair his own weight or measure in a state where he holds no license.
4. Appointment of Government approved Test Centers for verification of weights and measures.
Consumer Protection is the main motto of Legal Metrology Department.
Packaged Commodities Rules 2011
The Legal Metrology (Packaged Commodities) Rules, 2011
Packages leaving the manufacturers' premises require all the mandatory declarations.
Stickers not to be used for making mandatory declarations on a package - rule 6(3).
Homeopathy, Unani, Sidha, Ayurvedic medicine packages are covered by this rules.
Allowing the companies to nominate a person who will be held responsible for breach of provisions of the Act, simplified definition of Packaged Commodity and more stringent punishment for violation of provisions.
Nomination by the director of a firm
(rule 29 of Legal Metrology (General) Rules, 2011)
A company may inform the Director or the concerned Controller or his authorized officer, by notice in duplicate, containing the name and address of the Director, who has been nominated by it under sub-section (2) of Section 49 of the Act to be in-charge of and responsible to the company for the conduct of the business of the company or any establishment, branch or unit thereof.
The nomination will not be valid unless the Director who has been so nominated, gives his consent in writing and has affixed his signature, in duplicate in token of such consent.
Penalty
Rule 27 to 31 r/w rule 32(1) : Any one who pre-packs or imports any commodity for sale is required to be registered within 30 days of commencement of pre-packing or importing. Fine of Rs 4000.
Other rule violation r/w 32(2) : Fine of Rs 2000
Packer Registration fee Rs 500. Amendment fee Rs 100.

Sec 10 r/w 28 : Transaction by not using prescribed w/m as specified in Sch I (Specific Commodities has to be packed in weight/volume/number) : Rs.10,000/ 1 year.

Sec 15 r/w 40 : Obstructing Officers of Legal Metrology from discharging official duties : 2 years/ 5 years (2nd offence)
Sec 17 r/w 31 : non production of any w/m, records, registers by M/D/R etc : up to 5,000/ 1 year.
Section 18 (1) r/w 36(1) : It shall be illegal to manufacture, pack, sell, import, distribute, deliver, offer, expose or possess for sale any pre-packaged commodity unless the package is in such standard quantities or number and bears thereon such declarations and particulars in such manner as may be prescribed : Fine of Rs 25000/up to 50000/50000 to 1 lakh or 1 year imprisonment or both.

Rule 6 : Pre-packed Commodity for sale, distribution or delivery must bear thereon or on a label securely affixed thereto, the following declarations -
* the name and address of the manufacturer, or where the manufacturer is not the packer, the name and address of the manufacturer and packer and for any imported package the name and address of the importer.
* The name, address, telephone number, e mail address, if available, of the person who can be or the office which can be, contacted, in case of consumer complaints.
* the common or generic names of the commodity contained in the package and in case of packages with more than one product, the name and number or quantity of each product.
* the net quantity, in terms of the standard unit of weight or measure, of the commodity contained in the package or where the commodity is packed or sold by number, the number of the commodity contained in the package;
* the month and year in which the commodity is manufactured or pre-packed or imported.
* the retail sale price of the package
* where the sizes of the commodity contained in the package are relevant, the dimensions of the commodity contained in the package and if the dimensions of the different pieces are different ,the dimensions of each such different piece.
Rule 6(3): It shall not be permissible to affix individual stickers.
Rule 18(1) : No wholesale dealer or retail dealer or importer shall sell, distribute, deliver, display or store for sale any commodity in the packaged form unless the package complies with, in all respects, the provisions of the Act and these rules.

The following 9 items will be verified and stamped by Government Approved Test Centres wef from 1 Jan 2012.
1. Measuring system for liquids other than water

9. Automatic rail weigh bridges
Government has invited application for GATC at a fee of Rs 10,000 per type of measuring instrument. The license issued for an initial period of 2 years. GATC has to follow the Act and rules framed by the government. It has to verify and stamp (using punches issued) the Weights & measures by collecting prescribed stamping fee and issue a certificate of verification. Immovable items are done insitu free of cost. Licesee has to get trained in NPL New Delhi/IILM Ranchi/Fluid Control Research Institute (FCRI), Palakkad.
FCRI, Palakkad has provided authorized and reliable third party certification with traceability to National / International Standards, assisted industries in testing and calibration of flow products, development of special products and getting ISO 9000 certification.
37. Penalty for contravention by Government approved Test Centre. - (1) Where any Governent approved Test Centre contravenes any of the provisions of this Act or the rules made there under, or the conditions of the licence, it shall be punished with fine which may extend to one lakh rupees.
(2) Where any owner or employee of a Government Approved Test Centre performing duties in accordance with the provisions of this Act or the rules made there under, willfully verifies or stamps any weight or measure in contravention of the provisions of this Act or the rules made thereunder, he shall, for every such contravention, be punishable with imprisonment for a term which may extend to one year or with fine which may extend to ten thousand rupees or with both.
Peg - unit of measurement
Peg is an informal unit of measurement of alcoholic spirits (60 ml). Peg measures for use in preparing alcoholic drinks can hold anywhere from 1 to 2 fluid ounces (30-60 ml).
The National Physical Laboratory of India
The National Physical Laboratory (NPL) is the measurement Standards laboratory in India, which calibrates National Standards of weights and measures. It is involved in research and assist industries, national & other agencies for the development of high precision measuring devices. NPL is under CSIR and was formed on January 4, 1947 with Dr. K. S. Krishnan as the first Director.
The National Physical Laboratory is the premier research laboratory in India in the field of physical sciences. It has developed core competencies in standards, apex level calibration, engineering materials, electronic materials, materials characterization, radio and space physics, global change and environmental studies, low temperature physics, and instrumentation.
NPL Campus is 21 km from the Indira Gandhi International Airport and 6.5 km from the New Delhi Railway Station.
