Look into the Upgrades forum, it will say PHP Request Please look in there, will say PHP is not allowed because it takes up more bandiwdth than is given to each user.
Email bots will use more than 5 GB of bandwidth and starts taking the servers Bandwidth and so on.
I know this is a hard, time for PHP and Bizhat.com but you need to ask admin Personally in a PM and tell him what you are going to use it for.
