Lack of systematic approach has once again marred the efforts of the office of the Commissioner of Entrance Examinations (CEE) in carrying out a transparent and confusion-less admission process. The NEET revised (Kerala state) rank list prepared by the CEE office based on the All India NEET ranks has created confusion among the students and parents, calling for a clear notification from the CEE about the ranking procedure. The rank list, which has been published by the CEE on July 18, 2013, has four figures, including candidate's position in Kerala State Rank List, NEET Register Number, NEET Rank within bracket and KEAM Roll Number.
"The allotment has been published purely based on NEET ranks. The figures given as candidate's position in the state rank list is just a number assigned to the position of the candidate and cannot be considered as a rank," Commissioner of Entrance Examinations B S Mavoji told Mathrubhum Education Online.
But even now, the CEE has not officially come up with a notification whether the last rank announced is NEET rank or candidate's position in state rank list. The figure mentioned under candidate's position in Kerala State Rank List has been confused by many candidates for separate ranks in the Kerala list. The CEE could have easily evaded the confusion by mentioning the position in state rank list just as a serial number as it has nothing to do with the admission process. When it was announced that a separate rank list will be prepared for Kerala based on the NEET rank list, it should have been specified that it was just a system to screen the students who are eligible for admission in Kerala and not a separate ranking process.
As the state rank list is prepared after the elimination of ineligible candidates (mostly other-state candidates who have opted medical colleges in Kerala), the candidate's position in the state rank list and his or her NEET rank varies. However, the allotment is purely based on the NEET ranks and whenever CEE talks about last rank; it means NEET rank and not candidate's position in Kerala rank list. The CEE could at least have mentioned the respective position of the candidate in the state rank list equal to the NEET rank while posting last ranks' table.
Since there is no mechanism to know whether any ineligible candidate has been allotted seats, the students who have been denied allotment are finding it difficult to identify any foul play, if any, in the process. For this, one has to wait till the list of candidates who got admission is published at the end of the process. It would be fair on the part of CEE to come out with a transparent list of students eligible for admission.
CBSE while inviting applications had given the students the facility to opt three states of their preference. However, it was the responsibility of the CEE to screen the rank list given by CBSE, which includes all those students who opted Kerala as a state of their preference, and eliminate the candidates who are ineligible for admission in the state.
