FTP:Can't rename folder

Excuse Mr Admin , but
I couldn't rename a folder. Windows told me something like I don't have permission ! What's up?

Make your web site on local computer. Then upload it.

You will not able to rename it on server.

right. Only uploading an deleting files are allowed through FTP, so in order to rename it, you will have to make the folder on your computer, name it what you want it to be named, delete the old folder on the server and re-upload it.

Well FTP upload is relatively slow anyways so... But yes, it is a waste of time sometimes, but when there is no better way to keep things secure (what I don't know) the crudest methods (like denying all permissions for a certian event) must be taken.
