You do not have sufficient privledges in Windows to access these two functions. What level user are you, becuase if this is your own computer, then you should be an administrator, and you can edit that stuff on your own, but if it is a shared computer or it is not yours, then you shouldn't be playing with that stuff. You would need the administrator of that computer to give you the level of access needed to do that.
