Yes, so far that is true. Not much down time. But there can be problems like network problems with data center, software issue on server, hacking and abusers. Free hosting attract more abusers and hackers.

yeah my site has been running a lot slower than usual (if it loads at all) tonight, yeah its ususally very good and fast but I'm sure what ever the problem is will be figured out soon. (it its not just my computer.)
