When Ha Long Bay was recognized by UNESCO as a World Natural Heritage Area [7th December, 1994], Quang Ninh Provincial People's Committee issued Decision No 2769/QD-UB [9th December, 1995] on the establishment of the Ha Long Bay Management Department and Decision No. 419/QD-UB, [ 2nd March, 1999] regulating the tasks, function and organizational structure of the Ha Long Bay Management Department.
I. Function:
The Ha Long Bay Management Department is defined as a Quang Ninh Provincial Department. Its function is to support the Quang Ninh Provincial People's Committee in the preservation, exploitation and promotion of Ha Long Bay's values and particularly those of the World Heritage Area. It is managed and professionally directed by the Ministry of Culture and Information, the National Commission for UNESCO in Vietnam and other related ministries and branches.
II. Tasks:

  • Designing proposals for and assisting Quang Ninh Provincial People's Committee in establishing regulations and stipulations for the management of Ha Long Bay.
  • Controlling and inspecting the implementation of the management regulations and stipulations on Ha Long Bay:
  • Reviewing all socio-economic projects related to the Bay and managing all socio-economic activities operating on Ha Long Bay.
  • Chairing and coordinating with related agencies and localities to control and observe the implementation of State policies and laws with regard to Ha Long Bay.
  • Organizing scientific research on Ha Long Bay.
  • Setting up and carrying out restoration, embellishment and investment plans on Ha Long Bay; equipping infrastructures and providing technical advice for further management, conservation and promotion of Ha Long Bay's values.
  • Disseminating information, promoting and educating the local community on Ha Long Bay's values.
  • Managing and protecting Ha Long Bay's islands, caves, grottoes and environment.
  • Selling Ha Long Bay's excursion tickets, welcoming and guiding tourists on Ha Long Bay.
  • Organizing searches and rescues on the Bay and handling accidents caused by natural calamities or other causes.
