Can't change the banner

I am having the same problem aswell
When I click "Submit" to upload a banner in .gif or .jpg format in both SubSilver and MSSimplicity nothing happens apart from a page refresh giving the same box for uploading the banner
I cannot post my address due to spam problems, the first part however is in my subject line and it is on bizhat (s4)
Please Help ASAP
