Can you add a portal.php mod to have a main page?

Is there a way to add a portal mod so that instead of going stright to forums it will go to the main page? If that can be done I will pay for a simple wed designer to mage a 2 page phpbb site that can have main page with navgation links for rules ettc...and a page for phpbb Forums. Something like this.
