Big problem with server

Every time I try to access a certain page of mine ( http://strikeout.bizhat.com/picspage.html ) through my navbar (if I go there directly it works) I get this msg:

You don't have permission to access /picspage.html on this server.

There is nothing wrong with the page. Whats going on? Is this a fixable problem?

...and it's back. It's not good when I cant even view my own site.

it's working perfectly for me.
also, did you try to view the page right after you starting to upload the new page?
it often happens to me when it's in the process of uploading
try to wait a minute or two, then view your page
also, try to clean your cache, image cookie and etc.

Make sure you clean your cache and temporary internet files. Make sure your site is not already open on your computer. Also certain internet service providers, (like AOL) do not let you view FTPs, etc, so use Internet Explorer (IE 5.5+).
