Email spam?

Is my email considered as a spam when i send to recipient a opportunity to unsubscribe from my mailing list and content of my emails is offer for cooperation?

I'm not sure, but my host dissalowed me to send more than 1000 mails per day, and e-mail content is not imporant.

What is needed to make a newsletter automatically send every few days. Like you place a cookie on someones computer... and with some freakish code i don't know it automatically sends information to their e-mail adress from yours.
