Probably but you should use HTML and haver arabic words and letters and stuff.
Thats probably what you were asking.

Bizhat.com probably suppports all languages, but I dunno about the free forums though.

i uploaded an html with arabic text in it's content
the arabic text appears
everything is fine , that is good because i tried before hosting html in arabic but servers did not support arabic so the result was strange characters appearing .
