Website design navgation bars and logo's

Does anyone know a program other then photo shop thats a bit easyer but can still make great design's for website templates and navgation bars and other things?

i don't know about anyone else but i use fireworks (macromedia) for most of my website template designs and navigation. i find it easyer to use then photoshop when designing website templates, i think that is what it was made for (nav and website design). as for finding it! well you could always go out and buy it, but if you don't have the money to do that you could probably find an illegal verson of it on any p2p programe like limewire.
