    Default Here is simple answer

You may upload a site using FTP. When you register the domain then you may take the server space. Then you may have a ftp://yourdomain.com or other as your requirement.

By verifying the FTP user name and password you may upload the site in WAN.

    Check it

Actually if you want it lan, you should use your IP address

    http://ipaddress/
ftp://ipaddress/ and use your normal login for your PC, I think.
I'm not sure so don't yell at me if you don't understand or it doesnt' work :P

Well a local network is from your PC to another, a local internet is run from your website.

Windows Server 2003 is a good way to get a site up and running on your PC.
www.windows.com and search for Windows Server 2003.

oh you should use the FTP Port (21) I guess, I don't really understand your situation very well by your description and I'm a noob at making servers etc...

You should try to talk to a Tech Representative of a nice Hosting Company.

You can try using WIndows default ftp client.
Just open I.E. and type: ftp://www.yourdomain.com

    ;)

I tried to use use ftp:// but there is a message coming as "An error occurred creating a new folder on the FTP server.

    Details:
The server name or address could not be resolved."
