For upgrading make a new thread with subject as : Upgrade "Your site name"
The post should contain
1)Description of your site
2)Type of upgrade meaning bandwidth\space or php\MYSQL

To get your account upgraded, you should have

1) Minimum 10 Posts
2) Posts must contribute to the board and be on topic. Spamming the boards just to raise the post count will get your account banned.
Posts must have a decent length, No posts consisting in a word or two or just a smiley are allowed.
3) You should have a Developed Web Site. If you have not yet developed your web site,
first develop the web site, upload the content, then request for upgrade.

All users using the account for file hosting or image hosting will be deleted on notice

PHP and MYSQL is not enabled by default

You must contribute to the forum and have atleast 100 posts to ask for PHP\MYSQL upgrade
