how can i set the post to STICKY?

i am the forum administrator, but i cant set the post to STICKY.....

i am using chinese language in my forum.

When u click on new topic and u get the post editor
check at the bottom of the editor
U'll have 3 options
Normal, Sticky and announcement

Click the sticky check box and post the topic
It'll be a sticky post now
