regarding access to sites as some sites are blocked by isp

The simplest way is to use proxy servers ;)

Now the question is how to get proxies, how to check there connectibillity?
You can google for proxies are you can get them from some proxy forums like freshproxy.com
Then you need to test their connectibility and anonymity, for that either use charon avaiable at deny.de or many other tools like aatools, geowhere etc.
Its easy but lot of time consuming :(
