Can't change the banner

Yeah i change mine on firefox but when I go back on google chrome it is the same as before. and when anyone else goes on it on any other browser it is the same as before also. And when I try to change the banner it won't work. Even when I use subSilver. I want to have this image as my banner:

It works in others, but disappears in this theme... which I would prefer to keep if possible...
