New users will not able to post URL unless they have 5 posts or wait 5 days. This is to stop SPAM.

Although i prefer this to be optional for the Admin to decide to enable it or not.

I mean, for a newly created forum, we need to give the new members the chance to add some good resources and links to others.

But, when they face a problem like this, they may lose their willing to post.
