Yes, that is true. You don't know what they install in your pc. It may use up some of your CPU time or Memory. I don't even use a wall paper. I like the default blue color.

sometimes I use a wallpaper, but often I just have a plain black desktop (I changed the desktop from standard Windows Blue to straight black ;) )
