the best thing to do is get a fast cd-rom drive (52x etc) and backup the scratched cd to blank media. the faster reading speeds sometimes pick up data that a slower drive wouldn't.
the faster the disc is spinning the less scratches are going to matter. now if the silver side is scratched, then that's a different story. the data is lost forever because it's physically missing, not simply being obstructed by a scratch.
