In my office I used Macromedia Dreamweaver -
it has all features for creating, uploading and supporting a given website.
But it's commercial :( , so at home I use SciTE (Scintilla Text Editor) -
it is small(doesn't take a lot of memory - installed it takes 1,7MB)
and has cool features: support most of the program languadges,
complete words and has folding/expanding of some of the code.

Of course, as you know, the real web designer use NotePad :)

    Default PHP Designer 2005

I use a great FREEWARE product - PHP Designer 2005, an excellent IDE :)

    http://www.mpsoftware.dk/phpdesigner.php

PHP Designer 2005 combines PHP, HTML, XHTML, CSS and SQL (Ingres, Interbase, MSSQL, MySQL, Oracle, Sybase and Standard SQL).

Also includes an FTP client too :)

    I believe the FREE html-editor 'HTML-Kit' can feature a plug-in option to also show PHP-files in Server-mode

Otherwise I can recommend Apache, the server also partially used by DEV-PHP....
