I am an even worse web designer than you so it get's a 4/10 stars from me. The key features I like in your site are:
* The Shoutbox (Simple & Sweet)
* Login Feature (because I cannot make one)

Downside to your site: (aka what I think it needs)
* Banner (not text heading)
* Lighter link colour on dark grey band
* A few non-member pages or a page explaining information about the site.

If you want it to be reviewed at a later date then feel free to send me a personal message & i'll look at it again. Keep working hard because you have a good site developing there. If you wanted you could find a simple e-mailing form that asks a user for their ideas & views on your site & then have the form sent to you.

Notes: You could then work out what people like or dislike about the site.
