In my opinion adobe Photoshop is definately the way to go. you can do so much to a simple immage. i dont think you can add animation. I believe u can also use flash for the animations

What kind of banner do you wish to display? An animated one or a static image?

If you wish to create a static image banner you can use a variety of tools but this also depends on if you will be doing it from scratch or cutting and pasting from existing images.

    You could use:
Adobe Photoshop is very good but not free
JASC Paint Shop Pro is similar to Photoshop and is very good but also not free
The Gimp quite good and offers a range of features that is comparable to Photoshop and Paint Shop, and is FREE
VCW Vicmans Photo Editor, not too bad and is also free

For animated banners, you could use flash to build anything from simple to out of this world, but for a simple animated banner you could just create one with gifs. The only one I can think of at this stage is Ulead Gif Animator.

Again, it all comes down to what you want to achieve. If you are just wanting to resize an existing image to use then you could always just use paint in windows, or Gimp in linux.

You can search in search engines for gif animator.... There are too many... Just download and install the sotware, then just create and design it.....

My suggestion software is: unlead gif animation

I use Jasc Animation Shop. It's very good for animations, I think. Use Adobe Photoshop for non animated pictures, Photoshop is even better :D
    I like that program.

I think Macromedia Fireworks is the best for both static and animated images!
