What exactly do you need php4 for?

If you want to develop web pages on your home computer, php itself won't do much. You'll need to set up apache server on localhost.

If you have money to spend on this project then go to http://www.rentacoder.com/RentACoder...URL=AId_991176 and post your project and I'm sure you will get some cheap programmers to help you out.
If you are a programmer then go to http://www.php.net/manual/en/index.php and with the help of the php documentation you find there build your own script/s.
