    Hi there!

I know a good template-based flash maker program called: A4Desk. Check out the developer's web site, download the demo and see for yourself.
    http://www.a4desk.com/
The demo verson puts watermarks and pop ups to your new design, so if you like what you have created, buy the retail verson from the developer.
(I'm not associated with the developer in any way, just tried the program and find it useful and quick.
Good luck and let us show your site, once you created.

    Regards,

    Jozsef

Flash MX always works, and it's the most trusted one.

I agree, but when somebody just starts to experiment with flash and don't know much about flash programming, the program I suggested is a quick way to get online and put an impressive site together in no time.
Flash MX is a complex program and requires a great deal of knowledge.

    Cheers,

    Jozsef
