Why our server is running php under safe mode?

just out of curious, why is our server running under safe mode?
I installed this mailing script on my and it's not able to display the subscribe sucessful page which is caused by this.

just want to know why...

Its probably to block stuff like email stuff.

but then it's not blocking from outside at all. safe mode makes email not going out... but then our server can still still execute the email() therefore... running under safe mode has no purpose at all o.O

I don't know, I'm not a genius with PHP, you gonna have to ask admin or someone very experienced.

Maybe They dont' allow Remote Editing.....

Because I don't allow remote editing, and I even state it www.cfe-clan.com/acts.htm

Because Remote editting is very bad, you can DoS (Denial of Service) someone like that, because I did it before.

I think it was something similar to SourceForge.net I had a bot and it kept subscribing, i did it like 30,000 times then they just stoped and their bandwidth was tosted or something....

It happened to me before, thats why I have people email me their emails, so I will just get spam instead of DoS.
Anyway just a simple fact that I have done before..

And it could be why Bizhat.com doesn't allow such remote editing.
