Dear Mike thats a very nice website.

Since I am a designer I can say something about the design not the content.

Your design layout is nice but please dont use frames. Using frames is a real probem. And it wont get properly indexed by google all time.

And the frames also make it difficult to view the content with so many scroll bars.

I think you should start learning css now since your website is in the initial phases of design it would be easier to make it in css and then you would have plenty of time to upgrade it in a few minutes whenever you wish.

Can I use css files into my website and do they work?
I used FrontPage because it is very easy and fast.
I don't have dreamweaver program and it is not free.
