I can tel u to change BIOS settings
    but u sed u r beginner
so let the engineer do the job

U may mess thing up and end up wid another faulty part

But if ur sure then the followin is the way
restart computer and press "delete" key if u hav
    PC around 3-4 years old
if very old PC then press"F8"

keep presing and a blue screen will come
    then there willb "general settings"
or jus go through all menus and search for
    "BIOS CACHEBLE"
if it is set as yes then use"+" or "-" keys to change the
    valkue to "No"

    press "F10"
or read the bottom of screen to know the key to
    save the settings

    then restart
if this is successful then it was the problem
But I strongly doubt on RAM

    Default hi

It is not stable for Windows 98. Many reasons can lead to this kind of problem, for example hardware or software. Some applications often occur blue screen problem in Windows 98. You can change you system to Windows XP or Windows 2000. Or you install Windows 98 again.

there are lot of things can do
turn off some services u dont want
    specify a pagefile of 512MB
    use boot and application prefetching

there are many utilities which allow to change these settings
    My fav was Superutilities
but then I knew how to change these without that proggy
Its difficult and can damage ur system
So better u use that proggy

Also the slowdown may b due to slower HDD
