    As before, we would need a bit more detail. I would imagine though that in order to achieve this you will need a dynamic site using php/mysql, asp etc. A static HTML site isn't gonna allow you have users uploading.

    If you have an ftp host you could allow your users anonymous ftp account and allow them to upload using an ftp program to your host.
