Ur question is ambigious.
If u want to give moderating powers there will be options in ur Administrative control panel. It will be available to u if u are the administrator. It will be situated in the bottom page of ur forum after u login. Goto User Control and type the name of the user and then select the forums in which u want to make him a moderator.
If u are asking for people who would like to moderate, i would say it would be difficult to find with lot of forums pouring in! U can put a thread in ur forum requesting for moderators.
