On the Google Homepage, click on 'about Google'. On the right hand side of the page you will find 'submitting your site'. Click on this.
Simply fill out the details and submit. The next Google rawl will include your site and should add your site on to the relevent Google searches. Crawls are fairly regular, though I do not know how often...

I would say go to a site called webmonkey. Its very good and they have a huge database of information.

You can call html programming but i wouldnt. Having dabbled in c ++ and javascript html is far from it. I would say learn everything you can. Google what you can and stick with the reputable sites.
