First you need to convert the mp3 files to wav files than you can convert them to amr format. you can find it by using search engines.

you can use PC Suite by Nokia itself...

it's impossible!!!
mp3 to truetone(amr)(yes it's possible)
pc suite hasn't got all useful tools... miksoft amr converter is very useful to convert mp3 to amr
