Hi mate, the same question have baffaled me for a long time, so after countless forum posts and an extensive search I finally found a free java app IRC-based chat taht you can customize to your website and has all the features and installed IRC software would have (almost, the neccessary stuff I mean). This Java application can take some server resources so you might consider hosting that Java app on a different webhosting. - http://www.jpilot.com
Anyway, for IRC server, just host your channel on a reknowned server or setup your own IRC sever (I do not recommend this out of my personal experience. It slows down your computer considerably even if you have good one, takes up bandwidth like a hungry bandwidth-eating monster, whenever you have a computer problem/restart/shutdown your server goes down, in order to install good mods like "Chan Serve, Nick Serve, Memo Serve, e.t.c. you need even more bandwidth and the computer again slows down considerably and if you don't have those mods than you actually have an even less control over your channel than you would have on a known server that does have those mods and along all that your computer is like a good looking girl standing in a dark bumb alley in the middle of the night = it's bound to get penetrated. I have some more analogies concerning that, just tell me and I'll post them...lolz).
Of course you can find an IRC server, register a channel there and then direct the Java app I gave you link for at the start of this post to connect there, it works great!
You can also find an IRC server that is supportive of this Java app and has preset the code for the Java app that will connect to their server adn to your channel if you register a channel on their server. Of course, it's all free! - http://www.afternet.org
Third option, this took a bit of imagination and a bit of research until I found this option...
A link! Yes a simple link in your website, when you click on it, it will open up an IRC client installed on your computer or if you don't have one just generate a script that will tell the user to go and get one.

This option I formed myself after seeing a UT2004 website using links to launch the game from my computer and to log onto their servers. The IRC syntax I just tried until it worked using common sense, so if you use it, just let me know via e-mail with your website address so I'll know my web creations are actually going somewhere...lolz! :D
